Meet The Directors

President Lt. Karin E. Bergholm
Department of Environmental Protection
Florida Park Police

Lt. Karin Bergholm began her career with the Florida Marine Patrol, in 1985, stationed in Flagler County. Nine years later she transferred to Miami, and worked with the Marine Patrol/FFWCC until May of 2002, when she was promoted to Lieutenant with the Florida Park Police. In March of 2006, Karin was promoted Southeast District Commander of the Park Police, which runs from Key West to Okeechobee. Currently lt. Bergholm is assigned in the Tallahassee region

Lt. Bergholm has a bachelor’s degree in education from the University of South Florida. She is a graduate for SLP #10, and a CJSTC certified instructor for her Department.

Lt. Bergholm enjoys golf, photography and spending time with her “boys”, Bosco and Zach.

Mark Chamberlain
Palm Beach County Sheriff's Office

Mark Chamberlain is a twenty-four year veteran of the Palm Beach County Sheriff’s Office, Department of Corrections. He has worked his way through the ranks in a variety of correctional settings including: minimum, medium and maximum-security facilities, encompassing both traditional housing and direct supervision.  Captain Chamberlain is currently the commanding officer of the PBSO West County Detention Center Division in Belle Glade. His prior commands include the Courts, Intake, Classification and Release, the PBSO Main Detention Center and the PBSO Stockade.

Mark holds concurrent Corrections and Law Enforcement certifications and he is an Adjunct Instructor at the Criminal Justice Institute at Palm Beach Community College. He is a Certified Jail Manager through the American Jail Association. He holds a Bachelor’s degree in Business Administration from Northwood University and a Graduate degree in Public Administration from Barry University. He is a graduate of Class #10 of the Senior Leadership Program sponsored by the Florida Criminal Justice Executive Institute.

Mark is married to Nina and they have three sons. He enjoys fishing, golf, landscaping and restoration of their 1929 historic home.

Lt. Sean Jowell
Pinellas County Sheriff's Office

 

Lieutenant Sean D. Jowell has been a member of the Pinellas County Sheriff’s Office since 1989 and is currently the commander of the Narcotics Tactical Section.  Lieutenant Jowell is also the Supervisor for the Pinellas County Sheriff’s Office Swat Team and has been a member of the Swat Team for 18 years.  He is a graduate of SLP 12 sponsored by the Florida Criminal Justice Executive Institute and of the Leadership Pinellas class of 2004.  He holds a Bachelors of Science from Franklin Pierce College and a MPA with Troy State University.

Sean maintains an active involvement with the communities of Pinellas County as the vice president of the Ride and Run with the Stars inc.; a non-for-profit organization that, during the holiday season, provide clothes, food, and toys for children that have been victims of violent crimes and/or economic strife.

Sean is married to Kimberly and has two boys.  He enjoys athletic competitions and spending time with his family watching his boys compete in club soccer games throughout the state.

 

3rd Vice President
Lt. Dave Hubbard
Eustis Police Department

 

Dave Hubbard began his career in Law Enforcement with the Eustis Police Department in 1989.  He has held assignments in Patrol and Investigations where he was promoted to the rank of Sergeant.  In 2005, Dave was promoted to Lieutenant and has held assignments as Criminal Investigations Commander and Administrative Services Commander.  He is currently responsible for Internal Affairs, Training, Communications and Records.  Dave earned his Bachelors degree in Criminology from St. Leo University and a Masters degree in Criminal Justice from the University of Central Florida.  Dave is a graduate of SLP Class 12 and completed his research project on Officer Retention in Small Police Departments.

Secretary/Treasurer
Elwood Stephens

Captain Stephens began his law enforcement career in 1976 as a volunteer for the Jackson County Sheriff’s Office.  In 1978, Elwood was appointed as an officer of the Florida Marine Patrol and served with the Department of Natural Resources and its successor agency, the Department of Environmental Protection, until retirement in 2007.  During his career Elwood worked his way up the ranks and was appointed Chief of the Florida Park Patrol in September 2001 where he served until retirement.

Currently Elwood Stephens is a Captain at the Jackson County Sheriff's Office.

Chief Stephens is a certified CJSTC instructor and worked extensively in the high liability areas of driving and firearms.  He is a graduate of the Institute’s Senior leadership Program and Chief Executive Seminar.

Elwood is married to Kathryn and they have two adult children.  He enjoys cane-pole Bream fishing, camping, and “special projects” around the house

 


Immediate Past President
Major JD Withrow
University of South Florida Police Department

Major JD Withrow has worked with the University of South Florida Police Department since 1986 and is presently the assistant chief of the agency.  He also served as  the Director of Police Services on the USF Sarasota/Manatee campus for four years.  He has a Master of Arts Degree in Adult Education and a Bachelor of Arts Degree in Criminology.  He is a graduate of SLP #8 and CES #27.  JD is a CJSTC certified instructor and has considerable experience with law enforcement recruit, advanced and professional, and in-service training and education.

Major Withrow is  married and has two children. He enjoys sports and coaching youth baseball and football, and with use of the Internet is a self-proclaimed 'information junkie.'
